Make no/low cost indoor lighting and operational changes in city-owned/school buildings to reduce energy costs.

The City has implemented energy saving changes to the Community Center and in the Isanti Indoor Arena. Other facilities, including the liquor store and Public Works facility, are currently under review for modifications to reduce energy costs. Community Center: All 36 fluorescent lighting fixtures were retro-fitted to LED. All HVAC components were inspected and one not working properly was decommissioned and others were repaired. Isanti Indoor Arena: All restrooms were equipped with automatic sensor faucets and automatic air hand dryers.

The City completed a full lighting retrofit of the Isanti Community Center in June of 2014. All light fixtures were converted from T12 fluorescent fixtures to LED.

To be implemented Spring 2016, the Isanti Indoor Arena will be converting their manual air exchange system to an automatic system programmed on a timer which will also be tied into an air monitoring system for higher efficiency of only needing to run when necessary.

The City first adopted a watering ordinance in 1988. It has since been amended and reads as follows:
During the period from May 1 through September 1 annually, all lawns on all property with addresses that end with an odd number may be sprinkled, watered or irrigated only on odd-numbered days, and all lawns on property with addresses that end with an even number may be sprinkled, watered or irrigated only on even-numbered days; provided, however, that during this time period, no lawn sprinkling, lawn watering nor lawn irrigation shall be allowed from 12:00 p.m. to 6:00 p.m. each day. This provision shall automatically apply unless superseded by action of the City Administrator as provided in § 325-1 above imposing more restrictive measures. Notwithstanding the provisions of this section, the City Administrator, or his/her designee, may, upon request of a property owner, authorize daily sprinkling, watering or irrigation of newly seeded or sodded lawn areas, provided that such permission will not increase the risk of a water shortage of such magnitude as to threaten the public health or safety.

The City of Isanti also supports alternative landscaping options, which may not require
an irrigation system. Alternative landscape options include, but are not limited to, rock gardens,
natural prairie grass, and rain gardens.

Chapter 2 The Community, further outlines the benefits and needs of intergovernmental organizations and relationships.

The City of Isanti and the City of Cambridge have entered into a Joint Planning Advisory Board via Resolution No. 2015-120, as a value to each City's Comprehensive Planning efforts and to advise on land use matters that the two cities share in common. The City Council recognizes that it is essential to the health, safety, and general welfare of the citizens of the City of Isanti that the character and quality of the natural environment be of major importance in the planning and development of the City, both now and into the future. The preservation of land for public use as parks (active and passive), recreational facilities, playgrounds, trails, wetlands, natural and scenic areas, and public open spaces; are essential for maintaining a healthful and desirable environment for the citizens of the community. The City must provide these amenities, to not only present residents, but future residents that may choose to live, work, and recreate within the community. It is recognized by the City Council that the need for these amenities and natural areas are directly related to the density and intensity of population and development permitted within the City. Increased population, intensity of uses, and the types of development permitted result in greater demands for these types of amenities and facilities. Isanti’s Central Business District (CBD) has a zero lot line setback and no minimum lot size. The Central Business District is surrounded by a Central Business Transitional District (CBTD) which promotes a high quality mix of uses found within the Central Business District along with residential uses that easily transition the area from downtown to more residential areas. Condo’s and/or apartments constructed within the CBTD are subject to the “zero-lot-line setback” and “no minimum lot size” regulations outlined in the CBD.

The City actively manages repairs to keep sidewalks in good condition for continued accessibility. The city has implemented a school zone speed limit on Heritage Blvd NW directly in front of the Primary School and on Heritage Blvd NE at the main intersection leading to the Intermediate School. Improved signage has steadily occurred at all the schools to refine flow of traffic around the schools and to direct students away from vehicle traffic congestion areas. City Police Officers perform daily monitoring of the city via patrol watching bus stops in the neighborhoods to monitoring crosswalk activities.

The City’s School Resource Officer promotes safety for kids that ride their bikes and walk to school – the safety in numbers mind set.

Isanti also promotes active living through trail connections, outdoor spaces and the number of outdoor activities to include 9 full size soccer fields, a skate park and the number one BMX track in the country.

The City has adopted a tree preservation ordinance that coincides with the City’s subdivision ordinance, that recognizes that the preservation and replanting of trees is important in maintaining a healthy and desirable community and finds that it is in the best interest of the City to protect, preserve, and enhance the natural environment of the community. The City encourages a resourceful and sensible approach to development, redevelopment, and alteration of trees and / or wooded areas. The City also recognizes that a certain amount of tree loss is an inevitable consequence of the development process. The City Council finds that tree preservation regulations will help to establish a balance between an individual’s rights to develop a parcel(s) and the needs of the community to protect aspects of the natural environment. The tree preservation ordinance provides provisions on tree surveys, protective measures, replacement ratios, and removal of diseased trees.

The city recently partnered with a local retail business to extend a sidewalk connection in an area that a sidewalk would not otherwise be required.

The city is in constant discussions on how to provide for an additional sidewalk connection to a primary school in an older part of town where right-of-way was not obtained along a county road.

The City obtained two large parcels along the Rum River through tax forfeiture. One is 27 acres and the other is 38 acres. Both have wild and scenic easements on them. The City is working with the DNR to provide low impact activities within the park (River Bluff Preserve) and down to the river. A community garden has been approved for this site along with several low impact walking trails and a roll in fishing dock system.

Isanti’s Residential Property Maintenance Standards requires facilities for the storage and disposal of garbage and recyclables. All licensed haulers must offer curbside recycling for a minimum of 4 types of materials at least twice per month.

The city plans to implement recycling receptacles at all city facilities, to include receptacles within all parks in 2016.

The City Council recently established a GreenStep Committee whose role will be to oversee and coordinate sustainable efforts within the community. Staff is in the process of creating a webpage on the city’s website that will keep the public up to date on the community’s sustainable efforts.

Efforts will be measured through actions and efforts implemented not only as part of the GreenStep program, but also through other sustainable practices that the city and community see fit to implement.

The Isanti City Council hosts an annual open meeting to discuss the previous year’s goals and to make a determination on whether the goals were accomplished or not. At the same meeting, goals for the present year are set. This meeting is open to the public. Minutes from the meeting are published on the City’s website.

Annually the City publishes the Consumer Confidence Drinking Water Report on the City’s website.

The City’s Economic Development Director has an internal reporting system on the all the businesses within teh city along with the number of employees they have and the general wages they offer.

The City’s uses a quarterly publication (The Isantian) to reach out to the community and keep them informed of what is happening in city departments, with local businesses and the types of events occurring in the community.

Ever Cat Fuels LLC is a production and research facility that uses a variety of feedstocks to create renewable biodiesel. The City recruited this company. The company uses its patented McGyan process which results in efficiencies and environmentally friendly byproducts. The City of Isanti entered into a development agreement with Ever Cat Fuels LLC on October 17, 2007. The Development Agreement required the commitment of Ever Cat Fuels to construct a 9,000 square foot facility and to create 12 Jobs with wages of at least $15.00/ hour within two years. The City of Isanti incentive was two-fold consisting of the value of the land contribution ($299,050.14) and securing a Minnesota Investment Fund (MIF) loan ($194,000) to assist with the capital investment. The feedstocks sources vary from local grease traps and waste cooking oils to seed crops.

Ever Cat Fuels constructed the 9,000 square foot production and research facility and it is currently manufacturing renewable biodiesel. The company currently employs 20 people with wages in excess of 15.00/ hr. and has satisfied the requirements of the Development Agreement. The project investment in Isanti was over 6 Million Dollars.

Create or participate in a marketing/outreach program to connect businesses with assistance providers, including utilities, who provide personalized energy, waste or sustainability audits and assistance.

SnoBear USA was in the process of acquiring a soon to be vacant building located at 1 Enterprise Avenue NE. During the due diligence and the negotiating process the City of Isanti introduced SnoBear USA to Connexus Energy to take advantage of the Vacant Property Discounted Rate program for buildings over 20,000 square feet. The business took advantage of this program and Connexus will also be evaluating the facility for energy efficiency and upgrade potential.
Outcome measures/metrics/money saved:
The building may have not been purchased without the ability to utilize the incentive. Company has hired 23 employees since acquisition and production line is now operational. Energy savings expected do to updates to building. Company investment in Isanti is expected to exceed 3.5 M Dollars.

Put Your Money Where Your Heart Is – Keep It Local program is operated by the North 65 Chamber of Commerce which offices in the City of Isanti. The program is generally a shop local and support your local businesses program which have green components. The concept is GREEN as it reduces gas consumption, pollution and vehicle maintenance. In addition it helps the local economy which provides jobs for residents.

North 65 Chamber of Commerce implemented this program and assumption is that they are monitoring its success. City of Isanti encourages residents and businesses to shop and conduct business locally which supports program.

The City is implementing a 100’ x 200’ community garden into one of their new park facilities. The City will operate and perform all maintenance of the community garden. There will be at least 60 plots as well as larger plots for the local school to develop long term monitoring practices and handicap accessible raised beds. The cost will be $15 / 100 sq. ft per season.

The City has operated and managed the City’s Farmer’s Market for four seasons. The Market continues to thrive with the addition of new vendors with a large variety of products and good. The market runs for 18 weeks and is located in the City’s downtown park. There is residential housing (owner occupied and rental) within feet of the Farmer's Market.
