- The Minnesota Division of Energy Resources operates the Guaranteed Energy Savings Program for cities to lock in verifiable ongoing energy savings through performance contracting of deep retrofits - including exterior and interior building lighting - without capital appropriations. GESP is most appropriate, as a rule of thumb, for situations including at least one of the following: city utility bills are around $150,000 or more; possible project cost is around $350,000 or more; city population is around 10,000 or more.
