Minnesota Thermal Energy Network site suitability study

The Minnesota Department of Commerce (“Department”) seeks proposals from qualified organizations or individuals to investigate the suitability of sites to deploy thermal energy networks (“TENs") statewide. A thermal energy network is defined as a project that provides heating and cooling to multiple buildings connected via underground piping containing fluids that, in concert with heat pumps, exchange thermal energy from the earth, underground or surface waters, wastewater, or other heat sources.

The Department expects the study to include an analysis of the opportunities for and barriers to developing TENs at suitable sites. The study should conclude with presentations to Department staff and stakeholders and a comprehensive report.

A Request for Proposal (“RFP”) and required forms are available to view and download on the Minnesota Department of Commerce’s RFP website at https://mn.gov/commerce/business/rfp.jsp.

Proposals must be submitted to energy.contracts@state.mn.us by no later than Tuesday, May 27, 2025 at 5:00 PM CDT. Instructions for submitting proposals are detailed in the RFP. Late proposals will not be considered.

This request does not obligate the State to complete the work contemplated in this notice.  The State reserves the right to cancel this solicitation. All expenses incurred in responding to this notice are solely the responsibility of the responder.
