Be “air aware” and prepare for air quality alerts.

Air quality alerts

  • Understanding the air quality index (AQI)
  • An air quality alert means that air quality conditions across a portion of Minnesota are unhealthy for some or all people. The MPCA issues air quality alerts on days with poor air quality, when the AQI is 101 or higher for fine particle pollution, ozone, or blowing dust. 
  • Follow the MPCA AQI on social media (Facebook) and subscribe to EnviroFlash emails to get air quality alerts as they are issued. Air quality messaging from MPCA can be shared widely. Decision-makers who want more information or clarity on alerts are welcome to call and talk to the air quality forecasters directly at 651-757-2766. 
  • Download EPA’s AirNow app to get current conditions and MPCA’s daily air quality forecast on mobile devices. The map also shows known active fires and smoke outlooks across the U.S. You may also find current air quality index information on your weather app.

Policies and Protocols

  • An air quality protocol could be included with similar existing protocols for lightning, heavy snowfall, or extreme hot or cold weather.
  • Include actions that your audience can take during air quality alerts to stay aware, protect their health, and reduce their individual pollution contributions, and how those actions are different depending on whether the alert is for ozone or particulate matter.

Ozone

  • Unhealthy ozone levels can aggravate lung diseases like asthma, emphysema, and COPD. When air quality is unhealthy, people with these conditions may experience symptoms like difficulty breathing deeply, shortness of breath, throat soreness, wheezing, coughing or unusual fatigue.

Blowing dust

  • Blowing dust is only likely to reach air quality alert levels when soil or dirt is part of the mix, but it can also include ash, pollen, mold, salt, and other materials. 
  • Common sources of the widespread blowing dust that can lead to air quality alerts are plowed fields and dried areas previously covered by water such as floods or ponds. Local sources of blowing dust include plowed fields, unpaved roads, construction sites, storage piles, parking lots, sand and gravel pits, asphalt plants, and grain elevators. MN rules require prevention of windblown dust
  • Prevent blowing dust from agricultural fields by encouraging landowners to install windbreaks or cover crops. USDA outlines Agricultural Air Quality Conservation Measures (2012). 
  • More than a nuisance, breathing blowing dust can cause short- and long-term health problems for anyone. Short-term problems can include itchy eyes, coughing, wheezing, phlegm, and difficulty breathing. Long-term problems may include increased risk of premature death, asthma and COPD, lung disease, cancer, and premature birth. In addition, plants’ ability to photosynthesize is limited. Plants and animals that live in the water are affected, too: dust blown into lakes and rivers can result in unwanted algae growth and low oxygen levels from too much sediment and nutrients in the water.

  • Adopt a policy to protect City/Tribal workers’ health during air quality alerts, such as providing masks and setting time limits on outdoor work depending on the alert level. Allow eligible staff to work from home on poor air quality days to reduce their commuting contribution to pollution and protect their health, or
  • Establish a protocol for municipal event coordinators, school districts, community coaches, and other organizers of outdoor events to follow to help them decide when to cancel events due to poor air quality, or 
  • Conduct an educational campaign for residents, schools, and business owners about the air quality index and air quality alerts and develop a way to notify residents when an air quality alert is issued, or 
  • Conduct an educational campaign to reduce municipal, residential, and commercial use of VOCs, a group of chemicals that contributes to hazardous ground-level ozone formation, or  
  • Document that municipal storage piles are covered, enclosed, or sheltered to minimize blowing dust. 
  • Report vehicle idling reduction policy under BP 23.3. Consider stricter policy steps during air quality alerts. 
  • Report policies to limit or prevent controlled burns, park mowing, and other polluting activities during air quality alerts under BPA 23.2

  • Install one or more low-cost air pollution sensors so residents have a way to check on local air quality conditions, or  
  • Upgrade HVAC systems in public buildings to air filters that do a better job of capturing particle pollution, such as from wildfires (MERV-13 or higher), or 
  • Identify municipal buildings to serve as clean air shelters, providing safe places for people to go during air quality alerts, or
  • Facilitate reductions in windblown dust from local sources (such as plowed fields, unpaved roads, construction sites, storage piles, parking lots, sand and gravel pits, asphalt plants, and grain elevators) and in areas where blowing dust or complaints are common, document more frequent road sweeping and watering, planting windbreaks or groundcover/cover crops, installing paving (preferably permeable paving), posting slower speed limits on unpaved roads, or other activities. 
  • Report EV street sweepers under BP 13.3
  • Report installation of Stage 1 vapor recovery on municipal gasoline storage tanks under BP 23.3.
  • Report Resilience Hubs and emergency shelters under BPA 29.1

  • Develop a program that provides portable air cleaners to public buildings or residents that can be used on air quality alert days to improve indoor air, or
  • Require a construction dust assessment and management plan with building permit applications or as a condition of permit issuance and enforce dust control at businesses under existing nuisance laws or establish new ordinances, or 
  • Require vacant lots to be planted with ground cover to reduce windblown dust.
  • Report bans on pollution-creating residential and commercial activities during air quality alerts under BPA 23.2.
