Implementation details:
The City of Champlin installed motion activated lighting in City Hall Offices. Parking lot lights of City Hall have also been replaced with LEDs. Public Works main shop and the Ice Forum went from high pressure sodium to florescent to LED. The public works smaller shops, the off-ice areas at the Ice Forum, and city hall have gone from old fluorescent to new fluorescent to led. The HVAC system is set to a sleep timer at night and is regularly maintained to ensure performance.

The highway commercial district is intended for uses, which are limited to sales and service operations directly related to highway uses, tourist, and travelers. The City of Champlin partnered with City of Brooklyn Park to reconstruct the road, in compliance with the completes streets policy, from Jefferson Hwy to the Hwy 169 intersection, and from the Hwy 169 intersection to Winnetka Ave. The project included installing planted medians, pedestrian scaled lighting, a roundabout, and a trail on Brooklyn Park side to complement the existing trail on the Champlin side and to close a tail gap for bikers and pedestrians.

The City of Champlin has adopted a woodland and significant tree protection ordinance. The regulations contained in this ordinance apply to all properties involving a site plan application or preliminary plat/lot division application resulting in the creation of one or more new development parcels and to property during construction after subdivision or when not connected with subdivision. The regulation requires a tree preservation plan if a certain threshold of removals is met. Additionally, the ordinance creates the ability for trees to be deemed heritage trees granting it additional protections.

The City is undergoing a Parks Master Planning Study. As part of this planning processes, the Mill Pond, Veterans Memorial Park, Doris Kemp, DC Chandler, the Mississippi Crossings Event Center, and the newly acquired Brown property south of the Mill Pond will be reimagined with expanded trail connections (Mill Pond Loop), public facilities, and natural spaces will be incorporated. The Master Plan will also study each park individually within the City to make recommendations for best use and suggested improvements that emphasize connectivity, recreation, and nature spaces. Improvements are planned in the CIP over 10+ years.

Recent housing development projects including the Oaks at Bauer Farms as well as the Emery Village townhouse community both includes trail connections.

The City is also undergoing a small area study of the 169 / Dayton Rd corridor. As part of the study, pedestrian connections will be analyzed.

The City of Champlin hosts an annual recycling drop off event that accepts electronics, batteries, tires, appliances, bikes, metal, and paper. The City also organizes a curbside large appliance pick up event. The City has presence at the farmers markets where we hand out information on organics recycling and recycling. On the city website are comprehensive resources on organics recycling, recycling, hazardous materials, appliances, electronics, yard waste, as well as back yard composting. New for 2026 the City partnered with Hennepin County to make a waste disposal guide that is sent to all single-family properties which includes information on free product centers, thoughtful consumption, preventing food waste, fix it clinics, and reuse of building materials.

The City of Champlin is part of the North Suburban Emergency Management Planning Group. The group has established a regional Emergency Operations Plan which describes strategies and mechanisms through which cities will mobilize resources and conduct activities to guide and support emergency management efforts using the National Incident Management System. This includes a crisis communication plan that identifies spokespersons and how public information would be disseminated in the event of a disaster.

Hennepin County has an All-Hazard Mitigation Plan which addresses hazards including climate-related hazards such as extreme heat, storms, flooding. The County Emergency Management staff keeps maps that show critical facilities and hazardous facilities which are used to target areas during response, including where vulnerable populations may be present. Hennepin County has a website that utilizes a survey as a proactive process for community involvement and feedback on its hazard mitigation plan in order to assess vulnerabilities to climate change impacts and identify strategies and activities to increase resilience and lessen the impact of future hazards. The City in consultation with the County reviews the Hazard Mitigation Plan every two years. Last reviewed in 2024.
