The city recently revisited a proposal from 2009 which outlined potential savings opportunities within the City's various departments (energy efficiency, lightning upgrades, HVAC improvements, etc.) The preliminary findings were accepted by the City Council. This allows the city to continue working with Johnson Controls to conduct a more complete review of City Facilities which will subsequently be presented to the Council. The full review will offer the city the chance to compare what specific improvements for energy and operational savings are recommended by Johnson Controls. It's estimated that Sartell could save an estimated $122,000 annually in energy and energy equipment-operating costs. This would mean about $1.2 million could be saved over 10 years. An example of one of the potential improvements is replacing the street lights with high-efficiency LED bulbs.

The City adopted a Water Conservation Plan which requires that lawn watering can only occur on either odd or even days based on one's house number. As a result, less wastewater is sent to the St. Cloud Treatment Facility. As of 4 years ago the city also requires all lawn irrigation systems to install rain sensor devices.

The City currently only has two traffic signals within City owned Right-of way (2 additional traffic signals within State or County ROW). The traffic signals within County or State ROW are coordinated to prevent car back-ups and idling. Previous traffic signals have been replaced with roundabouts which lessens car idling. Examples of roundabouts installed recently include: 2nd ST S and Pinecone RD; Heritage Dr and Pinecone Rd; Scout Dr and Pinecone Rd; 19th Ave and 6th ST S; Co RD 1 and Heritage Dr; Heritage Dr and Roberts Rd.

Sartell City Hall is located along the main North-South thoroughfare through the city (Pinecone Rd). The city has a trail which is accessible and connects the building to Pinecone Regional Park, residential neighborhoods, the Watab River, and Bernicks Ice Arena. The bike path along Pinecone Rd also connects the building to the local Elementary, Middle, and High Schools. All these connections are within walking distance to one another. Metro Bus Route 32 runs along Pinecone Rd allowing users to travel from City Hall to other destinations (shopping, employment, schools) The Elementary, Middle and High Schools are all located along Bus Route 32. The Community Center opened in 2017 is located along Metro Bus Route #32 and is accessible through trails connecting to Pinecone Rd N and 19th St S.

Title 10 Chapter 5 identifies and lays out the purpose and intent of PUD's in Sartell. There is the Residential PUD and the Multiple-Use PUD. The PUD allows the city to be more flexible and allow mixed-uses in areas where otherwise it would not be allowable. This district allows for a more flexible regulatory process as compared to standard regulations which are common in traditional zoning districts. The PUD is a joint design process between developers and City officials rather then the city establishing maximum limits for developers. Overall the PUD seeks to promote mixed uses, preserve natural features, conserve open and recreational space, and create an efficient use of land.

The 2003 Comprehensive Plan promotes alternative transportation like walking, transit, bicycling, and rail with strategies and goals. The new comprehensive plan (scheduled for approval in 2015) addresses alternative transportation in even further detail with more goals.

Sartell adopted a resolution of support in 2010 for the St. Cloud Area Sustainability Plan (2014)This plan encourages transportation planning that is sensitive to the natural environment and surrounding neighborhoods. Another Best Practice identified in the plan includes sustainable multi-modal transportation.

The city has maps which depict all existing sidewalks and bike paths. The city uses these maps along with plans (Comprehensive Plan, Strategic Plan, Safe-Routes-To-School Plan-SRTS,) to plan for and connect gaps in the network. The city also has in its subdivision requirements (11-5-4) a sidewalk/trail must be provided on at least one side of every public or private street. As a growing city this requirement is crucial in preventing future gaps in the network.

The city was recently awarded grant money through the Transportation Alternatives Program. Gaps in the sidewalk network were identified in the city's SRTS plan. These gaps formed the basis for the grant request. The city was successful in obtaining grant money for the request as a result over 1200feet of sidewalk will be created in an area adjacent to the Middle and Elementary Schools. This connection will result in increased safety for pedestrians and encourage students in the area to walk to and from school.

In an effort to reduce future disconnections in the city's alternative transportation network the city amended its subdivision ordinances to require a sidewalk on at least one side of every new development (No matter the Zoning). Pinecone Central Park like many of Sartell's parks is accessible by trail. The park is also connected to the elementary, middle, and high schools through trails. The city has identified gaps in its network through its sidewalk and trail map and within various plans including the Comprehensive Plan. The city has in the past and continues to look for applicable grant funding opportunities to further remedy the existing gaps.

The city of Sartell along with partner projects (MNDOT, Stearns County) in 2013 became the first in the state of MN to complete a diverging diamond interchange. The interchange is located at the intersection of CO Rd 120 and State Highway 15.

During the 2015 reconstruction of Pinecone RD a major artery within the city the city completed 3 roundabouts. The city has a bike and sidewalk map located on the city's website. The city has identified and planned for future trails and sidewalks through its comprehensive plan. The city also keeps Bus Schedules and maps at City Hall.

During the development of Epic Center (Wal-Mart, Sam's Club, other retail clusters) the city worked with Metro Bus to develop new routes to accommodate the shopping area. Now the area serves as a transit Hub station for Buses. The Hub connects riders to other destinations in the St. Cloud Area.

The city of Sartell completed a Safe Routes to School plan in 2014. The city received grant money towards implementing some of the projects identified in the SRTS Plan through the Transportation Alternatives Program 2014 solicitation. These projects will upgrade safety of crosswalks, add sidewalk connections, and improve the overall alternative transportation infrastructure around the Elementary and Middle School. The police department utilizes both bike and foot patrol, primarily in the spring, summer and fall months. The bikes as well as foot patrol are utilized for special events or in large areas such as PineCone Central Park where access is limited by vehicle. Specialized bike or foot patrols are also put into place when we have reports of specific types of crimes in certain areas of the community. By being on bike or foot, the officers can more stealthily work through neighborhoods and yards, unlike a motor vehicle which stands out and tends to make it more difficult to apprehend those involved in the crimes. With that said, both bike and foot patrol are good ways to interact with the community on a more personal level by not being behind the window of a squad car.

The comprehensive plan update includes priorities for identifying and filling in the existing gaps. A new trail is being planned as part of the "Lake Francis" development. This new development will include the Sartell Community Center, which will also house outdoor recreational opportunities. The new development is adjacent to the recently constructed Chateau Waters an Senior Independent living facility. These two new developments are directly adjacent to a retail cluster which includes a grocery store and various restaurants and banks. The future town center is planned to be constructed adjacent to the Community Center area. Connections will be provided to all these destinations.

The city acquired Sauk River Regional Park located on the contingence of the Sauk and Mississippi River. The park has natural trails and will be connected to other destinations in the community including the adjacent retail development "Epic Center". Currently Sauk River Regional Park has existing trails which connect users to St.Cloud's Whitney Park. Whitney Park houses the Whitney Senior Center and various recreational opportunities.

Through the city's Safe-Routes-To-School plan the missing connections around the elementary and middle schools have been identified. During the 2014 Transportation Alternatives Program grant the city received grant funds to construct an additional 1200' of sidewalk. The additional sidewalk will create connections and complete some missing gaps in and around the school area.

Through the city's subdivision ordinance street gaps continue to be filled because of the requirement of constructing a sidewalk on at least one side of the street in all new development.

The city of Sartell offers residents the option of paying their water bills online eliminating any paper payments. The City also has all of its applications online through a fillable PDF file. For some applications the applicant can submit their application to the appropriate person via online/email. The city is currently looking at other ways to eliminate any paper waste like paperless packets. Whenever the city buys new park benches it purchases benches made of 100% recycled material. Recently the city offers residents the ability to report any issue (zoning, building, pot holes, street lights out) via online through a system called "See Click Fix". This system eliminates any paper reports. All city staff are paid by direct deposit eliminating paper checks.


Schools located in the Sartell/St. Stephen school district have lessened their waste generated dramatically by: recycling all leftover foods from student trays and scrapes from the kitchen into 55 gallon barrels. The barrels are picked up weekly by a hog farming operation in St. Francis. The schools also recycle tin cans and card board along with plastic containers and aluminum cans. Very rarely are paper disposable items used at the schools. The schools utilize washable lunch trays and silverware if disposable material needs to be used. The schools make sure they use all biodegradable products.

The Sustainability Expo is held every year and the expo provides educational workshops, presentations and awards given in sustainability. Recently this expo has been renamed the St. Cloud Greater Expo and re-branded.
