The City has entered all of the 2014 energy usage for the City's Buildings, Park Shelters, and Lift Stations. The Executive Assistant will be entering in the data on a quarterly basis. The City will continue to track the energy usage for the City looking for possible energy savings.

The only error in the report comes from the New City Hall building, which we moved into in Januray 2015. There have not been enough energy bills to calculate energy use yet.

In spring 2014 The City started a Save Energy Campaign with staff and users of City Hall. We've placed turn off the lights signs in the City Offices and Council Chambers. Bathrooms in City Hall building have an automatic sensor and turn off when not being used. We hope to expand this campaign to other existing City Buildings and the new City Hall/Library and new Public Works Building the City is constructing. We've placed turn off your computer at the end of the day signs in office areas in City Hall. The city offers an appliance rebate program to citizens to submit your rebate if you purchased an Energy Star water-efficient appliance.

The city of Victoria mandates all computers and lights to be turned off at the end of the day. Lights in bathrooms in city hall have an automatic sensor and turn off when not in use. Conference rooms and break rooms and personal office spaces are encouraged to use light from windows when in use and no electricity when not in use.

Save Water, Save Money
The City of Victoria is pleased to offer a rebate program for the purchase of water-efficient appliances as a means of promoting water conservation. Victoria residents are eligible for a rebate of up to $100 for the replacement of a clothes washer or dishwasher with the purchase of an ENERGY STAR® qualified water-efficient clothes washer or dishwasher and a rebate of up to $50 for the replacement of toilets, shower heads, and faucets with WaterSense labeled products.

Rebate Process
Here's how the rebate process works:
Purchase an ENERGY STAR® qualified clothes washer or dishwasher to replace a clothes washer or dishwasher or replace a fixture
Complete the application form and attach a copy of the receipt (the receipt must be dated for the current year and clearly identify the model purchased)
Submit the application form to the city for review and inspection

Rebate funds are limited. Applications will be processed in the order they are received. Applicants must be residential City of Victoria utility account customers. If approved, your rebate will be credited to your utility account.

Conserve/protect drinking/groundwater resources by creating a water-wise landscaping ordinance/guidance, WaterSense purchasing program, or guidance on rainwater harvesting and home water softener use.

In 2008 the City implemented a watering ordinance in an effort towards water conservation. The watering ordinance restricts the use of water from May 1st - September 30th. Properties with even addresses can water on even calendar days and properties with odd addresses can water on odd calendar days. Under the watering ordinance property owners can not water between the hours of 10am-5pm in an effort to reduce wasteful watering. Additionally for all new irrigation/sprinkler system a rain sensor must be installed.

In 2014 the City is aiming to reduce water usage throughout the community by implementing an outreach/education program.

The city offers a rebate program for citizens who submit they have purchased energy star appliances and equipment. Odd / Even and time of day watering restrictions in effect from May 1 through September 30.

Odd / Even
The use of the City of Victoria's water supply system for lawn and garden sprinkling, irrigation, car washing or other non-potable uses shall be limited to an odd / even schedule corresponding to property addresses each year from May 1 through September 30.

Homes with even number addresses are allowed to water only on even number calendar days and odd number addresses are allowed to water only on odd number calendar days. To conserve water and prevent the wasteful effects of irrigation during the day, no person shall irrigate using the public water supply system between the hours of 10 a.m. and 5 p.m. on any day of the week.

Citations
The city will be issuing citations for property owners found violating the watering restrictions. These water conservation measures are necessary to protect our natural resources and remain within the city's DNR water usage allocation. Failure to conserve water will result in higher costs for all our residents, so please water responsibly.

Citizens are encouraged to purchase energy-efficient appliances to save money and energy in the city of Victoria.

The city recently moved into a New City Hall that is connected to the Library. The City Hall was finished in 2014. The new City Hall is located in the downtown and will be located adjacent to an new retail building being constructed in 2014 on the same parcel. The City Hall will be located on the LRT Trail (biking/walking trail )that connects Victoria to Minneapolis. The City has a shared parking ordinance which allows businesses to share parking spaces and reduces the number needed. The City Hall will be located across the street from a municipal lot that serves multiple downtown buildings.

Lake Minnetonka LRT Regional Trail Length: 15 miles The Lake Minnetonka LRT Regional Trail stretches between Hopkins and Carver Park Reserve, offering scenic views of Lake Minnetonka along the way. The Trail starts in Victoria and ends in Minnetonka but connects to multiple different trails - all the way to Minneapolis.

The City had identified and begun remedying the gaps within the City's system of trails, parks and open spaces. The Comprehensive Plan outline new and future improvements to the parks and trail system within the City. The City recently approved a trail connection to the MN Landscape Arboretum connecting nearly 500 residents in the northern section of the City to additional trails. The City has also been making and planning trail improvements with new developments.

The city and ISD 112 share a Use Agreement that states the partnership between the school and the city for the playground and gymnasium.

The City of Victoria has hosted open houses on improving local water quality and protecting wetlands and ponds.

In July 2007 the City hosted it's first community open house on the topic. Since then the City has grown significantly and we have many new property owners who abut ponds and wetlands.

On May 1, 2014 the City will be hosting another open house on improving local water quality and protecting our wetlands and ponds. 547 property owners are invited to this open house to learn how to protect our natural resources. Maintaining wetlands and storm water ponds will help improve our local water quality.

The Minnehaha Creek Watershed District has partnered with the City to make these events possible.

The City of Victoria adopted a shoreland ordinance for the property that abut the lakes and tributaries within the City in 1993 and amended the ordinance in 2002. The shoreland ordinance is aimed at protecting the City's lakes and water quality. The lakes and ponds within the City are protected by a buffer zone.

The City of Victoria has implemented a TMDL plan for four of its lakes. Lake Wasserman, Lake Virginia, Tamarack Lake, and Stieger Lake all have TMLD plans and the City works with the Watershed District to make sure it the TMDLs implementation plans are being applied.

The City's Planning Commission has been involved with the Minnesota GreenStep Cities Program since Victoria was selected as part of the pilot program. The Planning commission has received updates at different meetings on the program's progress. The city of Victoria gives an annual presentation to the City Council and public about Green Step Cities and why it is important and where to find the best practices on the website.

The city of Victoria offers a variety of education classes through the parks and recreation department. These classes include activities such as safety, fitness and local gardening.

The city of Victoria offers the community to participate in Water Conservation Challenge Month. The Mayor is asking residents to make a commitment to conserve water and cut pollution by taking part in a national water conservation challenge. http://www.ci.victoria.mn.us/CivicAlerts.aspx?AID=222



In previous best practices we've listed water quality education and local food promotion campaigns. The City does promote a variety of other sustainability and action campaigns. The City promotes the National Mayor’s Water Conservation Challenge to promote water conservation. The City offers free composting opportunities for residents to compost their leaves and other yard waste. Victoria is the City of Lakes and Parks and supports recreational activities to promote active living.

The City of Victoria has an intense trail system that bring the user to the CBD where there is limited parking space for vehicles but many spots for bicycles to be parked. The Victoria Business Association donates a portion of its event proceeds to the City of Victoria’s Park and Recreation Scholarship fund. This is a great way to get people to come to the CBD, while promoting a healthy lifestyle.

GoCarverGo is a green initiative to promote the use of trails and parks in Carver County. You can plan a trip via bike or walking, rollerblading, etc, on the website. It is a useful tool.

The Victoria Recreation Center offers health discounts through Blue Cross Blue Shield Minnesota and ND / Ucare and Health Partners, Preferred One and Silver & Fit.

The biking/running trails connect Downtown Victoria all the way to Minneapolis. This way, people who live a greener lifestyle have the option to travel via trails to the city.

The City collaborates with the Victoria Business Association, the Southwest Metro Chamber of Commerce and local businesses to promote our local businesses. The City has a list of locally owned businesses and provides information and links to each business on the City's Website.

The City supports the Victoria Business Association in hosting many community events that promote our local businesses. The City hosts annually the Discover Victoria Day that offers a business and resource expo for businesses in the community. The expo provides an opportunity local businesses to be promoted. Classic Car Nights are hosted by the Business Association bringing people into the community to enjoy viewing classic cars and visiting local shops. Volksfest is a local community celebration that aims to bring people downtown. The Halloween Kids Party hosted by the Business Association promotes local businesses by having kids trick or treat at participating businesses. The final event hosted by the Victoria Business Association is Christmas in Victoria at which there is a tree lighting ceremony, crafts and promotions at different businesses in downtown. The City supports these events by partnering in hosting or providing marketing and other assistance.

The City when hosting events the City shops locally working with local restaurants or the local grocery store to provide food or snacks.

The City's Community Garden is located at the Victoria Recreation Center. Residents are encouraged to participate. Annually the garden plots fill up quickly with interested residents. The City manages the Community Garden. The Recreation Center is a centralized place that is accessible to all people.

The City's Community Garden is located at the Victoria Recreation Center. Residents are encouraged to participate. Annually the garden plots fill up quickly with interested residents. The City manages the Community Garden.

The City promotes the local farmers market that is located at the local greenhouse/nursery. The Farmer's Market is held every Saturday through the summer. The City lists the Farmer's Market on it's website and send reminders to those who signed up on the website.
