Rosemount has signed on to the U.S. Conference of Mayors Climate Protection Program. Under the Agreement, participating cities commit to take following three actions:

- Strive to meet or beat the Kyoto Protocol targets in their own communities, through actions ranging from anti-sprawl land-use policies to urban forest restoration projects to public information campaigns;

- Urge their state governments, and the federal government, to enact policies and programs to meet or beat the greenhouse gas emission reduction target suggested for the United States in the Kyoto Protocol -- 7% reduction from 1990 levels by 2012; and

- Urge the U.S. Congress to pass the bipartisan greenhouse gas reduction legislation, which would establish a national emission trading system

Rosemount's DT - Downtown District can be found in Section 11-4-11 of the City Code. The purpose of this district is to encourage a viable downtown area. Rosemount's downtown is intended to serve the entire city and be a diversified commercial, civic, and lifestyle center that offers the full range of comparison goods, sales and services, cultural, civic, and entertainment opportunities, financial and professional offices, attached and multiple-family housing, and public uses. Although this district relies on automobile traffic, the needs of pedestrians and bicyclists are deemed equally important. Pedestrian and bicycle linkages, landscaping, and appropriate amenities are important components of this district. The pedestrian orientation of buildings adjacent to sidewalks encourages parking in the rear yards and enhances the traditional character exemplified by historical central business districts. Zoning standards are intended to promote compatibility in form, function and style.

The DT - Downtown land use category allows for a mix of residential, commercial and civic uses with densities of up to 40 units/acre. The specific zoning standards are detailed in the DT - Downtown zoning district that allows building up to 45 feet in height.

The City of Rosemount Comprehensive Wetland Management Plan requires conservation easements placed over all wetlands and wetland buffers which are recorded with the final plat during the land development process. City staff has recommended that wetlands be deeded to the City during the subdivision process.

In 2010, the Rosemount developed the Pedestrian and Bicycle Master Plan. The plan seeks to build on existing infrastructure to create a community where choosing walking and biking is a safe, convenient and enjoyable recreation and transportation option for all users. The Plan begins with an assessment of Rosemounts existing conditions and needs. It then establishes the Walk-Bike Framework to identify routes and specific treatments for each route to create a convenient and complete bike-walk network. A series of best practices are recommended to make walking and biking safer and more enjoyable. In order to move the plan to reality, a series of implementation strategies are outlined and potential funding sources identified.

Designate and map City, County and State bicycle routes in Rosemount.
The League of American Bicyclist designated Rosemount as Honorable Mention for its Bicycle Friendly Communities program.
The City has received over $44,000 in State Health Improvement Program (SHIP) grants for pubic bicycle facilities and wayfinding signs.
In 2011, the City offered $10,500 for a business bike rack grant program. The City participates in Walk to School month in October and National Bike Month in May. Partner with Dakota County and the City of Apple Valley to offer a community bike ride.

In the fall of 2006, Rosemount began working with the Dakota County Active Living Partnership.
This group and their work were funded through a grant from Blue Cross and Blue Shield of
Minnesota and included Dakota County, School District 196, the communities of Apple Valley,
Eagan and Rosemount as well as a mix of interested private sector stakeholders. The main focus of this group was to assess the active living conditions in the partnering communities and suggest policy changes to encourage increased physical activity in daily routines. Those suggestion served as the basis for the Active Living Section of the 2030 Comprehensive Plan.

Outcomes include: an active living chapter in the 2030 Comprehensive Plan, the Pedestrian and Bicycle Master Plan, Safe Route to School Plan for all public schools in Rosemount, and over $150,000 in grant funds for bicycle facilities, wayfinding signs and trails.

The Parks, Trails and Open Space System Plan details the City's plans to develop and provide these amenities. The Trail & Sidewalk Improvement Map in this plan is a multi-year plan created to maintain and enhance the Citys trail and sidewalk system within the developed areas of the community.
