We currently have eight municipal buildings for which we enter and track electric and heat data: City Hall, Public Utilities Building, Police Department, Fire Department, Library, Liquor Store, Ice Arena, and our Waste Water Treatment Plant.

We occassionally review the infomation to catch variances and to monitor overall trends. Occassionally changes/upgrades are made and we observe the data to monitor expected reductions in energy usage.

Make no/low cost indoor lighting and operational changes in city-owned/school buildings to reduce energy costs.

Implementation details:
RETAP has conducted energy audits for our City Hall, Library, Liquor Store, Public Utilities Building, and Fire Hall. In 2012, we had an energy audit on our Ice Arena and in 2013 we had an energy audit of our biggest electric use, our Wastewater Treatment Plant. Energy efficient lighting, originally a change from T-12's to T-8's. Retrofit lighting at Public Works(2015), City Hall (2020/21), Liquor Store (2020). All lighting has since had LED bulb upgrades. The Arena also had energy upgrades and lighting upgrades. With the construction of our new our new Library 2016 energy efficient lighting was a priority.

We have completed our delamping at City Hall and installed sensor lighting in the hallways, breakroom, etc, and installed a programmable thermostat. We had changed out exterior lighting (approx annual savings of $1,234). All T-12 ceiling lights at the Liquor Store were changed to T-8'2. After the approx $225 annual energy savings, the added benefit was a much brighter retail space! The Liquor replaced the 30 year old cooler doors/lighting with LED lighting. Not only are they more energy efficient, but they cast a much better light!

Completed: Work with the Kasson Electric Utility and MN Energy Resources to promote Home Energy Audits (subsized by Kasson Electric and MN Energy Resources). Promote the free installation of load controllers for residents and small business (who have central air). Also, work with individual businesses and offer subsidies for energy-saving improvements. Promotion efforts are through the monthly city newsletter, a note in the mothly utility billing, Facebook, billboard outside of town, and working with local electricians to promote the business subsidies. In 2013, we are offering additional classes on rain gardens, electric and water conservation, and Winterization Tips for homeowners.

Efficient Outdoor Lighting and Signals {BP no.4}

Completed: An updated and revised Comprehensive Plan was adopted 4/27/2011 by the City Council. During the process of review, numerous suggestions were made for incorporation into the Comprehensive Plan to support and increase the sustainability of our community. Several of the suggestions were incorporated into the final adopted plan.

Kasson's comprehensive plan includes goals and policies that explicitely promote intergovernmental coordination and collaboration. Policies include: 5.2.2, 7.6.7, Goals include: 8.1. In addition, Kasson's development review process includes frequent collaboration with Dodge County and MnDot with regard to regional transportation systems and roadway corridors. Kasson was part of a multi-jurisdictional planning process for Highway 14. Lastly, Kasson is apart of an orderly annexation agreement promoting orderly and efficient growth with Mantorville Township. (see Comprehensive Plan under 6.1)

Additionally, Kasson is serving on a regional committee with representatives across four counties called the Zumbro River Regional Water Trail working with Watershed districts and the State DNR and Regional Parks and Trails Commissions. "The Zumbro River and its main branches would be the "trail" that connects existing and proposed recreational assets of our communities into a network of parks for citizens and visitors to canoe, kayak, fish, camp or simply enjoy our natural resources. A network of parks would enhance access to Zumbro and its ranches in an area where public access is rare, and infrastructure is lacking. A network of parks would allow citizens and visitors to plan multi-day trips to our area, encouraging patronage to businesses in our community."

The City of Kasson is the electric energy utility provider for all business, commercial, and residential properties. A part of our services as a provider is to offer an extensive rebate program for special commercial projects, along with numerous rebates available to all property owners for Energy Star appliances. As such, the City follows its own guidelines in the encouragement and requirement for Energy Star appliances and strives to be a leader in the use of Energy Star appliances. The City of Kasson is currently auditing and reviewing all of its buildings to ultimately convert to electric appliances from gas appliances. With respect to purchases, we purchase items with recycled content as reasonable or available; and we have a local purchasiung preference.

Local vendors are hereby defined as those business establishments that have a significant portion of their physical plant within the corporate boundaries of the City of Kasson. Completed: The City has an on-going program to tackle its inflow and infiltration issues, which include televising, sump pump programs (gutters and foundation drains), and smoke testing; with followup action to remedy any situations.

The overall goal of the proposed Sanitary Sewer Inflow and Infiltration Implementation Backup Project is to reduce the amount of rainwater and groundwater entering the sewer system. Removing this clear water will reduce the sewage handling and treatment costs, minimize sanitary sewer overflows and extend the life of upgrades made to the sewer system and treatment facilities.

Since inception, Chuck Coleman and Nancy Zaworski have been the coordinators. Others in the community have worked with them on community outreach and there are two other community members currently involved with EV chargers for the city. Over the years, various classes have been conducted which are open to the entire community on sustainability issues like rain gardens, water conservation, electric conservation (in conjunction with the City electric utility and staff), and winterization. For a number of years we assisted in staffing a Kasson City booth at the County Fair offering numerous handouts on sustainability and conservation and energy efficient door prizes. We have been relatively inactive with the 2 years of COVID. The latest presentation was by Chuck Coleman to City Council on December 18, 2019 on EV Chargers.

The City of Kasson is the electric energy utility provider for all business, commercial, and residential properties. A part of our services as a provider we offer an extensive rebate program for special commercial projects, along with numerous rebates available to all property owners for Energy Star appliances. We partner with Frontier Energy to assist with commercial properties with conservation programs. In addition, we have partnered with Minnesota Energy Resources on energy audits for property owners.

Climate Adaptation and Community Resilience {BP no.29}

Construction of a new library which also serves as a shelter. The project was originally applied for as a Pre-Disaster Mitigation grant program for a concrete, domed structure to serve as a library with the dual purpose of a FEMA shelter. The FEMA grant was denied and the project was downscaled, but it was still constructed with the FEMA design to be a temporary shelter during extreme weather events. (near-absolute protection from high wind events and tornadoes.). A response plan is in place for activation as a community shelter, led by the Fire Chief, Police Chief and other staff.
