Through the Class 5 Energy (C5E) pilot the City of Northfield has been selected to partake in, C5E has input our energy bills into the B3 program for the Liquor Store, City Hall, WWTP, Arena, Library, and Pool. They have also input all our data into the Energy Star website.

The only corridor in Northfield where traffic lights are located is on MN TH3. These signals have been optimized by MNDOT and detectors have been installed in all six signal locations. Just recently we incorporated a safe bicycle crossing signal detector at TH3 & Second Street. This allows bicycles to trigger the light as well more efficiently.

We have received great feedback from the bicycle community about the bicycle light sensor. The other sensors have been installed for three years or longer. We are also working with MNDOT to implement a flashing yellow turn signal on the TH3 and Woodley intersection.

An urban expansion area is described on Map 4.1 of our Comprehensive Plan. This is a Council approved document. In 2013, the urban expansion area was updated per a request from MNDOT and was presented to the Planning Commission where it was approved for submittal. This more current version has not been Council approved, but will be incorporated in the next iteration of the Comprehensive Plan, which is scheduled to be completed in 2018.

The purpose of this Policy is to design surface transportation corridors that balance the
needs of all users while implementing the principles of the Comprehensive Plan of
enhancing Northfield's sense of place and creating a highly connected multi-modal
transportation network. As part of developing pedestrian and bicycle infrastructure
through the implementation of this Complete Streets, Northfield intends and expects to
realize long -term cost savings in improved public health, better environmental
stewardship, reduced fuel consumption, and reduced demand for motor vehicle
infrastructure through the implementation of this Complete Streets policy. Complete Streets also contribute to walkable neighborhoods which can foster interaction, create a sense of community pride and improve quality of life.

The Wastewater Department evaluated their fleet of vehicles and made the decision to eliminate a 3/4 Ton Pickup truck and replace it with a more efficient Ford Cmax compact car.

The Cmax is very efficient and has decreased fuel consumption on a daily basis. This vehicle is the primary vehicle used to commute to meetings at City Hall (2 miles away)

The Public Safety Department has incorporated bike and foot patrols into their patrol routines. Also, the GIS department has a bicycle that is used to collect GPS data on existing street structures.

One police officer, now retired lost over 50 lbs of weight by volunteering to be on bike patrol. Fuel consumption has went down by incorporating bike patrols and general public awareness of bike safety has increased.

City of Northfield started providing incentives for city property owners to enhance stormwater collection and infiltration. The Rain Barrel Rebate program offers residents a $20 credit on their utility bill by installing a rain barrel to capture and reuse stormwater runoff. Rain Garden cost share program offers residents up to $250 credit on their utility bill by installing a rain garden.

The city has established a wellhead protection committee, that not only looks at groundwater implications, but surface water implications. This group is comprised of several community partners. This group discusses potential surface water sources of contamination with in the City's drinking water supply management area and how to address those.

This was done utilizing a Carleton College intern which made this exercise beneficial for both the City and the community.

Northfield has been engaged in the MN Energy Challenge for several years. Our Environmental Quality Commission has tackled the education and marketing for Northfield's participation.

The Greater Northfield Sustainability Collaborative has a mission statement that includes facilitating initiatives related to green business and jobs. Their mission statement includes the quote,"Our goal is to facilitate and coordinate sustainability initiatives in the greater Northfield area and support the City’s efforts to implement the GreenStep Cities program."
Outcome measures/metrics/money saved:
City staff currently meets with the GNSC to discuss initiatives they have facilitated. The GNSC also markets these activities on their website as they occur. Also, the GNSC has been instrumental in facilitating the implementation of the Northfield Community Solar program. (http://mncommunitysolar.com/northfield) This program is slated to start with a 1 mega-watt garden. This facilitation directly supports new and emerging green businesses and green jobs.
